VU Meter style visual

I'm looking for a scene in R4 to use as a huge VU meter to be projected behind a dj, something like this http://www.istockphoto.com/file_closeup ... id=3103361

haven't found one so far, how easy would it be to write it as I'm struggling following the tutorial.
